Chin ( Zomi) Progressive Party presents its policy, stance and work programmes

(Chairman U No Thang Kap of Chin Progerssive Party presented party’s
policy, stance and work programmes on radio and TV on 5 October. The
translation of his presentation is as follows)

Zomi nationals and all the national brethren Chin Progressive Party was formed with 22 Zomi nationals on 24 March 2010. It was legally set up on 1 June with Political Parties Registration No.26. According to the latest sources, 38 Hluttaw representatives from nine townships of Chin State and Sagaing Region will compete in the three Hluttaws.

Mythun has been chosen as the party symbol. Initially, we chose to use Indian horn-bill. But we didn’t use it because Indian horn-bill is the symbol of the entire Chin people. Mythun is a domestic animal the Zomi people have been using multi-purposely since ancient times.

I would like to explain why our party has decided to run for the 2010 elections. Firstly, studying the 2008 constitution thoroughly, it is found that the people can participate in the three Hluttaws with the supreme power. That is the essence of democracy. It is the power that comes from the people, not from an individual person or a group of people. We see that point as good.

Secondly, it is found that Zomi nationals can participate in the three Hluttaws with the
supreme power. Particularly, Chin State has a separate State Hluttaw and the persons Zomi people will choose will have duties and powers. Besides, I am happy with the fact that the Zomi people living outside Chin State, for instance, Sagaing Region, Magway Region and Rakhine State will have a seat for a representative of Chin affairs or minister. It is the good point that the Zomi nationals living outside Chin State have the right to directly choose a minister serving the interest of Zomi people.

Finally, Chin Progressive Party is planning to stand for the elections as all the parties have equal rights and no one party has special rights. We overheard from some constituencies that Union Solidarity and Development Party seemed to have special rights and special powers. In reality, there is no party, including USDP, that has special rights. They are all within the framework of the election rules prescribed by the Union Election Commission.

It is important for all the people to know this point during the election campaign. No matter which party wins the elections, a government cannot be formed. Only the president who has been chosen from representatives of two Hluttaws and Hluttaw representatives of the Tatmadaw will form a government with the cabinet he has appointed. In comparison with some other parties, CPP may have fewer seats in Hluttaws.

However, it can have a way to participate in the cabinet. Knowing that point, we don’t need to loose morale.

Again, it is important not to be swayed by words of some people that there would be no free and fair election with transparency. All the people can cast votes freely for the party and person they choose on the election day. So it is important not to choose wrongly when casting votes. It is necessary to understand that a public member’s ballot paper can decide the development of own community and people.

In addition, voters should be careful not to make any mistake when casting votes. Making a thorough study of the 2008 constitution based on this election and executive affairs of the future nation, Chin Progressive Party wants some provisions to be amended. For example, we see that more duties and powers should be entrusted to the State and Region Hluttaws and the governments. By doing so, I believe that the national people from seven States will have more rights to decide their own fate and get satisfaction, thereby contributing to consolidated national unity.

In conclusion, I would like to present the stance and objectives of Chin Progressive Party
in brief.

(1) To work side by side with the people for democracy cause, equal rights and human rights
(2) To build a public-based economic system, to ensure non-violence and peace
(3) To strive for all-round development of social, economic, education sectors of Zomi nationals.
(4) For Chin Progressive Party to set the ultimate goal and to have members enjoying equal rights

The new light of Myanmar is the junta's mouth piece. No news paper in Burma is allowed to exist if they do not side with the generals. Information is not free; it is rudely bias. This alone is human rights violation. As a matter of fact the New Light of Myanmar editor has to publish what the junta says. The news paper press is full of military cronies writings articles to deliberately confuse the people, deceive the people with false hood; things that are not true and to discredit the opposition and belittle them.

The news paper is design and written to brain wash the simple people who are not abreast with current happenings. The new light of Myanmar says the referendum is the decision of the majority. This is bull shit. This is totally false. It is not the will of the people. The junta blames the NLD and every one else for its failures and disastrous performance. The performance of the junta during the recent cyclone is an outstanding example. The country is not stable; never will be whilst the people are unhappy and forced and pushed and shoved into doing it their way or else.

The generals talk of democracy with out understanding the true meaning of

the word. The delegates of the national convention were not a true representative of the people. They were hand picked by the generals who will say yes to them. The decisions made in the convention were undemocratic. The delegates were bulldozed into accepting what ever the generals put before them.

Majority of the people did not accept the outcome of the convention simply because it was unfair. The generals had the obligation to explain to the people the pros and cons of the convention; they avoided that and imposed an information black out. The people were not allowed to examine the outcome of the convention. There was no freedom of speech, press,association, assembly or information. Government servants, civil servants, the arm forces and all workers employed by the government, who were not supposed to be aligned to any party, were actually forced and intimidated into voting "yes" with promise of serious consequences and punishments, sack from employment, close down of business, harassments, threat, withdrawal of ration and entitlements, etc. if they vote NO. The USDA was visiting ordinary people's houses and forcing them to vote "yes" one day prior to the voting day. This is not democratic principles the junta has been proclaiming.

Before the referendum the junta promised the people that voting will be free and fair. The referendum voting was not democratic nor free and fair by any means. In fact it was grossly illegal the way the referendum was rigged disgracefully. Votes were stolen by the junta officials posted at the polling boots. The junta officials would approach simple people who did not understand and are fearful of these officials with cameras in their hand ready to black mail them if they voted No. These officials would follow the voters into the polling boot and force them to vote yes. The people were betrayed, the generals stole the referendum and with out shame or conscience proclaimed that they won the referendum by 92.8%. It is abundantly clear why the generals did not want overseas observers in the country to monitor the referendum. The referendum is illegal and cannot be accepted by the world community. And they continue to publish such falsehood in the New Light of Myanmar day after day repeatedly to psychologically deceive the people.

All this is absolutely wrong. The military dictatorship is ignoring calls by the United Nations Security Council and General Assembly to enter into tripartite dialogue, and Than Shwe, the dictator of Burma, has repeatedly snubbed UN envoy Ibrahim Gambari. Instead, the regime is pushing ahead with elections in 2010 that will enact a constitution which will effectively legalize dictatorship, and do nothing to change the human rights and humanitarian situation in the country. The generals do these despicable deeds to keep them in power because they are afraid of the people and afraid of reprisals as the blood on their hands is still wet and it is refusing to dry. One wonders how these generals go to bed each night with such dreadful conscience.

Burma's referendum was cooked up by hand picked "Yes" men by the military junta. The constitution was drawn up to keep the military junta in power. On voting day the junta went to people homes and forced people to vote "yes" otherwise they will be punished and harassed.

 The junta went to government offices and forced the government employees to vote "yes" in front of them otherwise they will be sacked. At the polling boot the junta was entering the polling boot with the voter and forcing them to vote yes. All this was done against the will of the people under threat and intimidation.

The referendum was an absolute sham. The junta obviously got all the votes. Now Burma is going for election based on the referendum. Can the election results be legal ?. What is the best way to persuade the junta to reconsider openness, transparency and fairness in such a serious matter for the country?

with violating the terms of her house arrest when an uninvited American man swam secretly to her lakeside home and stayed for two days without her invitation. The word , “Sangha” is being used as a common word for Phone Gyis and Monks. Somebody is trying to make every Phone Gyi and Monks, common and equal. Which Phone Gyi or which Monk worth to be called Sangha , you tell me?

If you don’t know. I am telling you "Sanghas" are NOT the sons and daughters of Gautama Buddha or any other Buddha. Gautama Buddha had only one son called Rahulal.

If they claim they are the sons and daughters of Gautama Buddha, they are seeking protections of Gautama Buddha , they are covering their sins by using Gautama Buddha’s name, they are hiding their guilt abusing Gautama Buddha’s teachings.

What we can try is to clean the so called Buddhist society from fakes, dirt and rubbish, weed and unworthy as mush as we can. I cannot say we can do it “ together with” others real, genuine Sanghas either, simply , because real , genuine Sanghas will never try to get involve in anything, engage in lay man's matters. They will simply say, “ it is not our business ” ans stay away.

Especially at the time when so called Phongyis and Monks don’t even listen to the teachings of Gautama Buddha, or following his teachings, what can real, genuine Sanghas can do, what do you expect them to do.?

These claimers, who claimed they are the sons and daughters are the greatest fakes. Only ignorant, only those who does not know about Gautama Buddha or his teachings will believe and accept them. These are the ones who will destroy the Sansanar of Gautama Buddha.

They claimers claiming who they are not what they are not. because they are not what they say they are. will believe them.

Besides, "Sanghas" are not so called Buddhist Phonegyis or Budhist Monks. Sanghas are Sanghas . Don’t mix them up. Buddhist Phonegyis and Buddhist Monks always try to confused the Buddhist devotees. For you to remember is Sanghas, are not Phongyis or Monks. Sanghas are not the sons and daughters of Gautama Buddha or any other Buddha .
